Howard Webb, head of the PGMOL, commented on the controversial decision during the Arsenal vs. Liverpool match in December.
He explained that Martin Odegaard should have conceded a penalty for an apparent handball in the box.
Referee Chris Kavanagh and VAR official David Coote did not award the penalty during the match.
Webb stated that the VAR determined Odegaard’s actions provided him with an unfair advantage, and the feedback indicated that the game expected a penalty in that situation.
Webb ultimately agreed that the decision not to award a penalty did not align with the expected outcome.
